I have the honour to acknowledge the receipt of
Your Excellency's letter of 24th instant No.101/3 suggesting that
the question of extension of the Naval Rifle Ranges be considered
in concert with the Military, and that a joint plan be drawn up
to meet the requirements of both Services, which should also pro-
vide for the facilities for Rifle practice expected by the Hong-
Kong Rifle Association.

Before approaching the Military Authorities on
the subject, I would submit for Your Excellency's consideration
that the Navy is hampered in the accompanying correspondence
with objections, which I do not think exist.
For instance it was never our intention at Kowloon to carry our
1,000 yard firing point across the road; and further it is
intended to be to the left of the 900 yards point, not to the
right of it, and in the sea, as mentioned by the Director of
Public Works. Our plans endeavoured to shew this but I regret
that in the opinion of the Director of Works they failed to do
so; if 1,000 yards could not be got without crossing the road
we should be content with 900.
With regard to Stonecutters' Range the Bungalow
mentioned, (which is uninhabited), was considered, and walls
would be erected at each firing point to render any accident
impossible.
